Increases California's Rainy Day Fund, approved by voters in 2014, to provide funding for education, health care, public safety, and other essential services during economic downturns. WHAT YOUR VOTE MEANS

YES A YES vote on this measure means: Rules for building state budget reserves and paying down extra state debts would change. As a result, state budget reserves would be higher. The state also would be required to make extra debt payments for longer.

NO A NO vote on this measure means: Rules for building state budget reserves and paying down extra state debts would not change.

 

ARGUMENTS

PRO Vote yes on Proposition 2 to protect schools, healthcare, and public safety funding. Proposition 2 doubles the state's Rainy Day Fund, stops politicians from overspending when there is a budget surplus, and ensures education funding continues during economic downturns. It has bipartisan support from firefighters, hospitals, health clinics, and educators.

CON Proposition 2 guarantees more spending, not savings, creating a loophole that makes taxpayer rebates less likely by excluding reserve deposits from California's constitutional spending limit. It provides no new funding for education, healthcare, or public safety. Vote No to protect taxpayer rebates and constitutional limits.
